Parks & Recreation Master Plan

Manhattan is a town of nearly 55,000, a regional center, and home to one of the state’s largest universities. But after nearly a century of solid growth, it’s begun to shrink and can’t rely on sustained growth to fund its needs.
Vireo and the consulting team were tasked with generating an inventory of the city’s assets and developing a clearly-defined vision for Manhattan’s Parks & Recreation Department’s future. The result was a Comprehensive Plan created through a careful process that will guide long-range planning and decision making toward a clearly defined vision for the next 20 years.
The collaborative process included gathering input from the community, Parks and Recreation Staff, the Parks Advisory Board, a Steering Committee group, and the City Commission .The process also included analysis of demographics and trends; thorough community engagement; park inventory, assessment, and analysis; recreation and program analysis; outdoor aquatics analysis and indoor aquatic feasibility; operations and staffing analysis; and an action plan with capital improvement costs for all parks in the system.
